Well the best way would be to require a low salary. Some employers want a salary requirement with the application. If yours is insanely low and the likely hood of a lower offer is absurd, that could work to be hired on the spot. Most would not.. unless desperate for any warm body to fill the job. Or.. someone is SO OBVIOUSLY qualified, that they don't take time to look at others.
